You are on to something even if it is not exactly they way you see it. Clinton's administration put an emphasis on forcing bad loans (loans to people that are repayment risks.) It is also Clinton Cronies and staff that ran Fannie Mae and walked away with golden parachutes.
Now the worthless political hack scum (Barney Frank and Chris Dodd) that blocked efforts to deal with Fannie Mae and Freddie Mac's book cooking are going to get more control and "fix" everything.
